KPMG Leeds? Was it done in conjunction with Leeds University? I'm
afraid a better explanation of the study is required to track it down
- the month would help.
The Building Societies Association in the UK maybe able to help

But there are no press releases on their site from that year that
could relate to the study.
However, in the quotes section there is a quote from KPMG on the BSocs
database from 2002. They may have issued a similar report in 99 which
is the one you are after.
If you want the Study, what is it meant to be benchmarking, there may
be another, equally good source out there...
Again, there is reference to a KPMG annual report on

document you may need.
Ahhh I think it makes sense now - the Building Society Database is
compiled by KPMG; but it costs 60 to buy. Try your local library as a
free edition will be impossible to find. This is the press release

There is no such press release in earlier years on the KPMG site.
National Mortgage Banks is a bit misleading because they don't exist
any more. They would include Abbey Nat and Halifax but they are now
large international banks in their own right.
