The display flickers, and also the monitor turns off and on again as if it's losing the signal.
I've tried another monitor and cable and that has the same results.
I've also tried reinstallingthe drivers and a system restore. What else can I try to fix it?

have you tried to reset your video card and it may be necessary to repalce the video card. Were the replaced parts known good
If you have a fan, floresencent light, or something similar on the same power circuit, weird things can happen.
You could also have a bad or badly seated video card.
Connect the monitor to another PC, ideally a laptop on batteries. If it keeps flickering, take a look on http://slickdeals.net/ for a deal on a new monitor or video card.
Also check refresh rate as stated by others.
i know you said you have tried a system restore, but have you yet tried a factory restore? this literally wipes you whole computer out entirely, then you have to manually re-load all programs. if you try this and it still does the same thing, then you most likely have a problem with the analog input/output, depending on the manufacturer it might be more expensive to try to fix it verses purchasing a new monitor. theres a possibility too that you could be experiencing a hard drive problem, another possibility is that the outlet you have this plugged into may have a short or may be on its way to fusing out. good luck, i hope this helps.
Do you have 'plug n play'? Almost all PCs do. So, go into your control panel, open the "system" folder, click on "device manager' and "delete" your existing display adapter. Restart your pc. Your system should recognize the (now) new hardware and install it. You might also have your BIOS set to work off of a PCI display adapter rather than on-board or vice versa. This can be corrected by entering "setup" before windows loads.
well if you tried to unplug and reinstall everything usin new cables i sudgest that you get a new computer completely i hae a macintoc it is wonderfully fast it cant get viruses and no antivirus software but it has NO good games. i would just save my pennies and get a new one hope i helped thanks

especially if you like your computer, mine started doing this and eventually it just quit all together, its sometimes caused by damage to the monitor or by a virus. If your computer is outdated it might be more worth it to just buy a new one. you need to find out if its the monitor or the computer itself.

generally its the monitor but as you have used a different one i guess not. this i normally due to over heating id check that your pc is staying cool enough and not over heating. might be worth cleaning some dust out the fans ect. if not i guess a new graphics card is in order
Is this a laptop or desktop?
Desktop:
Open the side of the case and reseat the video card.
Laptop:
make sure that power management is disabled.
turn power on and off.
turn on screen controls and see ehat you can do.
if no luck take it into a repair shop they should sort it
